As agreed, President Vladimir Zelensky and President Donald Trump, together with US Finance Minister Scott Bessent, signed an Agreement on the establishment of the Investment Fund for Reconstruction of the USA-Ukraine.
Thank you Presidents for your leadership. Thanks to everyone who worked for the agreement, making it more meaningful. Now the document is such that can provide success for both our countries – Ukraine and the United States.
📌 What does this Agreement entail?
Together with the United States, we will create an Investment Fund for the reconstruction of Ukraine, which will attract global investment into our state.
📌 Key conditions of the agreement – briefly:
1️⃣ Full ownership and control remain with Ukraine.
All resources on our territory and in territorial waters belong to Ukraine. It is the Ukrainian state that determines where and what to extract. Nadra remain in Ukrainian property – it’s sealed by agreement.
2️⃣ Equal partnership.
Foundation is set up 50/50 We will manage this Fund together with the United States. Neither side will have a prevailing voice, and it will reflect an equal partnership between Ukraine and the United States.
3️⃣ National property is secured.
The agreement does not provide for changes in the privatization processes or management of state-owned companies – they will continue to belong to Ukraine. Companies like Ukrnafta or Energoatom remain in the property of the state.
4️⃣ no debts.
The agreement does not contain any mention of any debt obligations of Ukraine to the United States. The implementation of the agreement will allow both countries to expand their economic potential through equal cooperation and investment.
5️⃣ The agreement is in accordance with the Constitution and does not change the European integration course.
The document agrees with the national legislation and does not contradict any international obligation of Ukraine. It is important that the agreement will become a signal for other world players, that with Ukraine is reliable long-term cooperation – for decades.
6️⃣ Fund will be filled with income exclusively from new licenses.
It involves 50% of the funds from new licenses for critical materials and oil and gas projects, which will come into the budget once the Fund is established. Income from already started projects or planned in the budget income are not included in the Fund. The agreement refers to further strategic cooperation.
7️⃣ Legislative changes are only spot on.
For the functioning of the Fund, only amendments to the budget code are provided. The same agreement must ratify the Verkhovna Rada.
8️⃣ US will help attract additional investment and technology
The Foundation is supported by the US government through the DFC agency, which will help us attract investment and technology from foundations and companies both in the US, EU, and other countries that support our fight against the Russian enemy. The transfer and development of technologies is an important component of the Agreement, because we need not only investment, but also innovation.
9️⃣ The agreement provides tax guarantees
Income and contributions of the Fund are not taxed neither in the United States nor in Ukraine to make investments yield the greatest results.
📌 How will the Foundation work?
The US contributes to the Fund. In addition to direct funds, they can also do it with NEW aid – for example, PPO systems for Ukraine.
Ukraine contributes 50% of the state budget revenues from new rent on new licenses on new sites. Ukraine may also make additional contributions in addition to this basic one, if it deems necessary. It’s about cooperation for decades ahead.
Further, the Fund invests in projects to extract useful fossil fuels and oil and gas, as well as in related infrastructure or recycling. Specific investment projects, to which the funds will be directed, Ukraine and the United States will determine jointly. It is important that the Fund can invest exclusively in Ukraine.
We expect that the first 10 years of profits and income of the fund will not be distributed, but can only be invested in Ukraine – in new projects or reconstruction. These conditions will be discussed further.
📌 We have developed a version of the agreement that provides mutually favorable conditions for both countries. This is the Agreement in which the United States celebrates its commitment to promoting long-term peace in Ukraine and recognizes the contribution Ukraine has made to global security by abandoning its nuclear arsenal. The agreement in which the United States marks its commitment to the issues of Ukrainian security, restoration and reconstruction.
