BREAKING: President Donald Trump has issued a memorandum directing federal agencies to disapprove any collective bargaining agreements (CBAs) executed within the 30 days prior to his inauguration on January 20, 2025.
This action targets “lame-duck” CBAs finalized in the final days of the previous administration, which the memorandum claims were designed to extend the prior administration’s policies into the new term. 
The memorandum prohibits agencies from making new CBAs during the final 30 days of a president’s term and directs agency heads to disapprove any such agreements that were executed but not yet approved.
The White House stated that this policy ensures that the incoming administration is not constrained by last-minute agreements from the previous administration.
